Sir, There are at this place some few Union men wishing to go forth - most of them have very good horses - Mounted men are very much needed at this time and place to protect the R.R. - have I a right to give proper vouchers to these men and take their horses - and do the horses have to be appraised or can I pay the Government price for Government Horses - An answer at an early day would much oblige
